what is the tests should done in solar cell at site and inverter tests?

Unless you have the proper power supply and infra-red camera there's no way to test individual cells in a panel. Testing at the panel level would involve measuring the open output Voltage, the loaded output Voltage, and output current (difficult unless you have a DC current clamp). Possibly your inverter will supply some of those values. When compensated for temperature (for open Voltage) that should give you a good indication if all is working or something is fishy.
There are string testers that we use for large solar installations; they measure the I-V curve of an entire string, and cross-reference that with the light measured from a reference cell. That's very expensive equipment though.
