The ecoEnergy program that has been around for several years in Canada, is (sadly) no more. This program paid for energy efficiency retrofits, there were both commercial and residential variants.
I used the residential program myself to rake in $3,380 in rebates; it paid a good chunk of the on-demand water heater I installed, as described elsewhere (http://www.greenpowertalk.org/showthread.php?t=5912). The program worked by doing an energy-audit at the start, making suggestions for upgrades, and doing a second energy audit after having made the upgrades. About 6 months after the second audit the check from the government arrived, followed by a matching check from the provincial government (at least here in Ontario, other provinces may not have had matching funds).
It was good while it lasted...
